Council Member Fred Minagar

minagar_0418_4x5[1]Council Member Fred Minagar was elected to the City Council on November 4, 2014. On December 6, 2016, he was selected to serve as Mayor Pro Tem in 2017 and served as Mayor from August to December 2017. Prior to his election, Council Member Minagar served as a Commissioner and Chairman on the City's Planning Commission and Traffic and Transportation Commission.

Fred serves as Council Liaison to the Traffic and Transportation Commission. He also serves on the Laguna Niguel Bus Shelter Design, Roadway Monument Signage and Sister City Ad-Hoc Committees. At the regional level, Fred is the Chairman of the San Joaquin Hills Transportation Corridor Agency and a member of the Board of Directors of the Orange County Council of Governments.  He is also the City's representative to the Coastal Greenbelt Authority and Southern California Association of Governments. He also serves as alternate to the Association of California Cities - Orange County Water Committee.

As President of Minagar & Associates, Inc., Council Member Minagar is a recognized national authority in the areas of Intelligent Transportation Systems (ITS), traffic/civil/electrical engineering, planning, Homeland Security & CEM.
