Business License

The City does not require a business license, however, there are certain approvals required for a new business.

  • Some business may require a Use Permit. Please contact the Planning Department at (949) 362-4360.
  • Home-based businesses require a Home Occupancy Permit. There are restrictions as to the type of business that a resident can operate out of a residential property.
  • Signs require a permit.
  • Banners are only permitted under certain conditions and require a Temporary Banner Permit. Balloons, pennants, flags, human signs, etc., are prohibited.
  • All brick and motor businesses are required to obtain a Certificate of Occupancy for the following: new business, change in business type/operation, change of business name, and change of ownership.
Please review the details provided under A Guide to Starting Your Own Business. You may also download a “No Business License Required Letter”. A list of helpful phone numbers may be found here.
