Encroachment Permits

The City issues encroachment permits for all work performed on the public right-of-way by private developers, contractors or utility companies.

For placement of a dumpster, refuse bin, or temporary moving pod on the City's right-of-way, a Public Property Encroachment Permit and payment in the amount of $75.00 is required. The City of Laguna Niguel has an exclusive Franchise Agreement with CR&R Environmental Services, Inc. and only CR&R may be used for dumpster placement on public right-of-way throughout the City.

If a resident wishes to utilize their private driveway to place a dumpster, refuse bin, or temporary moving pod, an Encroachment Permit will not be required.

Transportation and Haul Permits

A transportation permit is required when movement of vehicles/loads exceeding statutory limitations on the length, width, height and weight of vehicles as contained in Division 15 of the California Vehicle Code.

Permit Parking Decals

The City implements, maintains and administers the permit parking districts for all communities in the city limits.

If you live in or have recently moved into a community where permit parking only signs are posted, you will need to obtain a permit parking decal from the City.

To obtain a permit parking decal, complete the Permit Parking Request Form, and email your completed form along with, a copy of your most recent utility bill and proof that your vehicle(s) is registered to a property within the permit parking district to pwadmin@cityoflagunaniguel.org. Applicants may also apply in-person by visiting the Public Works Department on the 2nd floor of City Hall during regular business hours.  For additional information, please call (949) 362-4337.

If you park in a permit parking only community during the hours shown on the posted signs without a City issued permit parking decal displayed, you may be ticketed by the Sheriff’s Office.

Bike Lockers

The City maintains and facilitates the rental of twenty (20) bicycle storage lockers at the Laguna Niguel/Mission Viejo MetroLink train station.

Bike Lockers

To rent a bike locker at the MetroLink train station, complete the Bike Locker Rental Agreement Form and email it to pwadmin@cityoflagunaniguel.org.  Applicants may also apply in-person by visiting the Public Works Department on the 2nd floor of City Hall during regular business hours.  For more information, please call 949-362-4337.

For new bike locker rentals, advance payment for three (3) months of rental fees plus a $50 refundable deposit will be collected upon the City’s receipt of a completed Bike Locker Rental Agreement form. The rental fee for bike lockers is $5 per month due on the 1st of every month.  Once you return your bike locker key to the City, then you will be refunded your $50 deposit within 60 days.
