Emergency Preparedness

The City of Laguna Niguel is committed to keeping the community prepared and informed before, during, and after an emergency. The City is a member of the Orange County Operational Area and the Orange County Emergency Management Organization. Both of these entities provide “mutual aid” to communities via the Orange County Sheriff’s Department, Orange County Fire Authority and the State of California Office of Emergency Services.

Be Prepared

Emergencies can happen at any time, from earthquakes to wildfires. While all City and public safety personnel are trained in the State of California mandated Strategic Emergency Management, it's equally important for every resident to be prepared.

In the event of a major citywide emergency, residents should be prepared to sustain themselves and their families for at least 72 hours. To help, the City created the Simplified Action for Emergencies (S.A.F.E.) Plan, which provides 10 simple steps designed to keep you safe, informed, and prepared.

The City uses a variety of crisis communication tools to share warning messages and alerts with the community, helping expand the total reach of the message. These crisis communication tools include the City's official social media channels (Facebook/Instagram/X (formerly Twitter)/Nextdoor), the 'Laguna Niguel' mobile app, NixleAlertOC, and the City website.

Evacuation Zones

In the event of a wildfire or other emergency situation, law enforcement and fire agencies issue evacuation warnings or evacuation orders for impacted areas. These notices are often tied to an Evacuation Zone, which designates neighborhoods or regions impacted by the incident.

The City provides a combined Evacuation Zones and Routes Map to help residents plan ahead. Familiarize yourself with major routes and optional ways out of your neighborhood in case of an evacuation.

Please note that actual evacuation routes may change depending on fire behavior, road closures, or other hazards. Always follow the instructions provided by law enforcement, fire, and emergency officials at the time of the evacuation.

Evacuation Terminology 

The New California Standard Statewide Evacuation Terminology was developed by the California Office of Emergency Services in close partnership with public safety agencies throughout the state to communicate clearly and consistently in alerts and warnings. In the event of an evacuation in Laguna Niguel, the New California Standard Statewide Evacuation Terminology will be used.

Evacuation Order

Mandatory evacuation. Leave immediately. Roads will be closed, and reentry is not allowed until the order is lifted.

Evacuation Warning

High probability of the need to evacuate. Residents should prepare to leave and may be asked to evacuate on short notice. Evacuating early is strongly encouraged.

Shelter-in-Place

Remain indoors, whether in your residence, school, workplace or other building, because it has been determined that staying where you are is safer than evacuating.
