The State requires the City to periodically update the Housing Element of its General Plan. An update to the City's Housing Element was last adopted by City Council in March 2023. The Housing Element update covers the planning period of October 2021 through October 2029.

Regional Housing Needs Assessment

The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part of the periodic process of updating local housing elements. RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The quantified RHNA includes the community’s “fair share” allocation for all income groups (very low, low, moderate and above moderate). The Southern California Association of Governments oversees the RHNA process, which is ultimately approved by the State HCD. 

Laguna Niguel Housing Element

The Laguna Niguel Housing Element establishes specific goals, policies, and objectives relative to the provision of housing, and to adopt an action plan toward this end. Particular attention is focused on accommodating the City’s fair share of housing that is affordable to households with low and moderate incomes, as mandated through the State’s RHNA process.
